What is the cabinet made out of AND are there separate locks for the upper and lower doors

There are no locks, just two holes so you could put a string through or a twisty-tie on both doors. The cabinets are 100% plastic, nothing else.

The cabinet is made of molded plastic, fairly durable. There are only holes in the door to put your own locks on. Also, buy locks with very slim bolts. I bought Master locks like the ones on the box and they were too large too work. Regardless, you can get in pretty easily anyway. In short, don't buy this if you are truly concerned with security.

Each door has an area designed to accomodate a padlock, so that the doors can be locked. The cabinets are made of polyethylene.

What are interior dimensions of each shelf? Does Rubbermaid make containers that fit perfectly inside the unit?

I would like to purchase plastic bins that will fit perfectly on the shellves inside this storage cabinet. I understand the overall exterior dimensions but need to know interior dimensions so I can have storage items ready the minute the unit arrives.

We do not manufacture a specific storage tote that is soley used in the 7083 cabinet. The height between the shelves is 15 3/16 inches.

Yes, the doors can be opened if the units are placed side-by-side.
