I recently purchase the same system to hang 2 bikes a man’s and a woman’s bike. I finally after trying different hooks, I have decided to return the whole system because it doesn’t work for women’s bikes’. I would advise the same thing to you. Rubber maid is in the trash can business and not the bike rack business.

It is possible to hang a woman's bike but the weight of the bike needs to be evenly distributed on each hook; the ability to do this will depend on the geometry of the bike.
To identify if the weight is evenly distributed, visually check that the hooks are level relative to one another after loading. For instance, if the left hook deflects downward more than the right hook after loading, the bike would need to be moved/adjusted to the right.
Also, depending on the geometry of the bike, it may be possible to use another or two different bars on the bike for hanging
